Short-stay visa waiver agreements signed between EU and four Caribbean countries
Published on Friday, May 29, 2009

BRUSSELS, Belgium — Short-stay visa waiver agreements were signed on Thursday between the European Union (EU) and four Caribbean countries in a ceremony that took place in Brussels with the participation, from the European Community side, of Vice-President Jacques Barrot (from the Commission) and the Deputy Minister of Foreign Affairs Helena Bambasová (from the Czech Presidency) and representatives from Antigua and Barbuda, The Bahamas, Saint Kitts and Nevis, Mauritius, Barbados and Seychelles.

Vice-President Jacques Barrot, Commissioner responsible for Justice, Freedom and Security, declared: ” Today the first ever visa waiver agreements concluded by the European Community are signed. As from today the nationals of Antigua and Barbuda, The Bahamas, Saint Kitts and Nevis, Mauritius, Barbados and Seychelles and the citizens of the EU can travel without a short-stay visa to each others’ territories. I hope the visa-free travel will contribute to the improvement of people to people contacts between the citizens of both parties. ”

The agreements provide for visa-free travel for the citizens of the European Union and for the citizens of the six countries – holders of all passports (diplomatic, service and ordinary) – between their territories for stays not exceeding three months. The agreements cover all categories of travellers, except for the category of persons travelling for the purpose of carrying out a paid activity, for whom each Member State and also the six countries remain free to impose the visa requirement in accordance with applicable Community or national law.

In order to make citizens benefit from the visa-free travel as soon as possible, the agreements are provisionally applied from the date of today’s signature, 28 May 2009.

About 800.000 European citizens travel to these countries per year.

    Economic Citizenship Programmes

    Introduction
With prohibitive taxation, control of private capital and travel restrictions becoming more prevalent in many parts of the world, people of substance are seeking alternatives to enable them to protect their assets and income and to travel more freely throughout the world.
Two Caribbean jurisdictions offer Economic Citizenship through Government sponsored investment legislation. The goal is to accelerate resort development and stimulate the growth of the tourist industry. This unique concept provides for Citizenship, Passports, and Permanent Residence, if desired, in these beautiful countries; both of which are world class international tax havens.

While there are a number of jurisdictions around the world which citizenship is available in various forms, IMT offers the two considered most desirable for our clients; the island nations of Dominica and St. Kitts/Nevis.

At present, there is increasing interest in the St. Kitts/Nevis programme. Although the cost is higher than Dominica, the citizenship includes a tangible real estate asset. In addition, St. Kitts/Nevis citizenship is particularly highly regarded and citizens do not require a visa for travel to Canada; whereas visas are required for Belize, Dominica, Grenada and Panama.
Further, the St. Kitts/Nevis government does not require the applicant to visit for a personal interview; thus the process is less complex than in Dominica.

The Government grants tax breaks, guaranteed repatriation of profits and concessions on import duties. There are no income or capital gains taxes, no net wealth taxes and no inheritance or gift taxes in St. Kitts & Nevis.
The Government of St. Kitts & Nevis has introduced extensive legislation to attract financial services business to the island. A Citizenship-by-Investment Program has also been in operation since 1984: it allows foreign investors to acquire citizenship under certain conditions. This makes it the oldest existing citizenship-by-investment program. It is also the most reputable citizenship program in existence. One can invest in designated real estate. The St. Kitts & Nevis passport is very well regarded, as only relatively few passports have been issued under this program. As a result, St. Kitts & Nevis passport holders enjoy a passport with an excellent reputation and very good visa-free travel. Accordingly, the St. Kitts & Nevis citizenship-by-investment program is the most attractive option if one is looking to acquire a second citizenship through investment without prior residence requirements.
